Opteron 170 running hot

I have my opteron 170 oc to 2.6 on stock voltage and on stock cooler. It idles at like 38. When i prime 95 torture test both cores, it will eventually get up to a max of 65. I know this is pretty hot for stock voltage. Will arctic silver 5 lower it into the 50s for a max, or do i need to buy another cooler. If a new cooler is in order, im kind of poor right now so please recommend one below $30(i know of ac 64 and zalmans)

I would say you might want to try to re-install your hsf, I oc'd to 2.7@1.375v on my new 170 and it idles at 28-30C, full load prime never above 52C. I did get the 4heatpipe cooler so maybe its a little better, but you should odle much lower under no load. My 2cents.
