Can the comcast cable box (DCT5100 or DCT6200) stretch or zoom the 4:3
SD picture on non-HD channels or am I forced to see blackbars on the
sides of a 16:9 TV ?

You can set what's called the "4:3 override" in the setup menu. This will
allow your TV to stretch the picture with its stretch modes. To get to it,
turn off the power to the box, hit the MENU button, and go down to the 4:3
override menu item and, using the right arrow on the remote, change it to
either the OFF or the 480I selection.

By the way, which TV do you have?

This works, but only on non-hd channels.

You can set your output to 480p and it could fill the screen, depending on
your set.
