ga 965p-ds3 wont cold boot

so this is my set up...

ga-965p-ds3 rev1 (bios f7)
c2duo e6300
cosair twin2x2048-6400 (voltage @2.0)
nvidia geforce 6500 256mb pci-e
ocz game xstream700w

system wont cold boot.

cycles on and off usually 3-4 times then decides to stay on. if i reset from here it will usually boot right up but for the most part its hit or miss. any thoughts?
