can't access network connections

Archived from groups: microsoft.public.win2000.general (More info?)

Can't access network connections or connect to internet. If boot to safe
w/networking, both will work. Also, Windows installer hangs when installing
or un-installing programs. Tried latest version of windows installer to no
avail. Booting to safe does not help. Using Symantec and the latest Windows
removal tools showed no virus infection. PowerChute not a problem.

Check Event Viewer for errors. Also from a command prompt;
ipconfig /all
and compare with the safe mode boot.
