I can only guess you're referring to a blank page that occurs in a web browser. Technically, you can't. If the page is blank, then the website left it so. If it's one that usually not blank, then it's probably being updated. That or they've got an internal error and they're unable to send it.

You could also try a blank page exorsism, if some hints don't work. Have you tried to tell it "wow, I sure am tired, I need to get up early tomorrow", or "hey look, someone is stealing your tires outside".
