New system won't start up but it also won't shut off

I just finishing puting my system together, Ive done quite a few of them so technically Im not a total newbie...
This is the configuration

ECS P965 , Core 2 Duo 6300, 2GB G Skill DDR800, 500GB western Digital, ATI Radeon X1900XT my power supply is the SAGA FSP 450mhz.. I actually bought it from recommendations from this website, it was its own pci express power cord etc so Im assuming I should have enough power
The deal is that when I press power the computer turns on... but I get nothing on my 22" Acer taht is going on DVI from my X1900XT the comptuer stays on... no beeps... normal..
but when I press reset/power nothing happens
I have to shut it off from the power supply
And now it wont even shut off
It looks that the jumper wont turn on if set CMOS set to normal it will only turn on if set to clear...
Well Im all confused any help will be greatly appreciated...

I just notice an 8 pin connector in my board but I dont have a connector for it... would that have anything to do with it?

thats the cpu powe supply (i beleave) u can connect a 4pin if u dont have a 8pin for it and 99percent of psu on the market has the 4pin
