drive size under windows incorrect

In disk management, a 400Gb IDE HDD is displayed as only 128Gb. As external
drive it shows as 400Gb, and BIOS shows 400Gb. Computer is new, has Windows
2000 SP4, system HDD is SATA. Any suggestions of fix or patch?

How about this for speed:

Start/run/regedit
select HKEY_LOCAL_MACHINE
navigate to system/services/atapi/parameters or
system/currentcontrolset/services/atapi/parameters
right click for new
Select Dword name it EnableBigLba (take note of case)
set value to 1
end regedit
reboot

That will do it for you.
