real or bios voltage?

When i hear ppl say, "o well 1.5 vcore is high" does that mean 1.5 vcore in Bios or real vcore cause my bios says 1.5 but speedfan says 1.40 volts. My rig is really unstable and I'm ok at having the cpu at 1.5 volts. should i keep raising the voltage until speedfan says 1.5v?

Oh and what voltage should i have it at if i want to keep the cpu for 3 years?

Are you doing some major overclocking to require that kind of voltage? You shouldn't need to use any more than 1.35 V even over 3 GHz.
