Conroe EIST and C1E

I thought the core 2 cpus were sposed to throttle back if under minimal load to reduce heat and temperature?

Checking with CPU-Z, my core is always running at 2.4ghz (e6600) weather at no load, full, or anywhere between. Iahev EIST and C1E enabled in BIOS. Can you force the cpu to throttle?
