I've found a few good deals on the web for DirectTV HD recievers (ones
with OTA HD tuners built in), I'm not interested in subscribing to
DirectTV, but I'm wondering if I could use the box just to pick up OTA
HD. Does anyone know if this will work?

Yes you can use them for OTA only tuners. Go into the setup menu and tell
the STB that you do not have a satellite dish. The terminology and menus
will be different for different tuners but they all will have the options to
describe what types of dishes if any you have or don't have.

Yes. I used the RCA DTC100 to watch OTA on my computer monitor. It
worked great.
