I have a Samsung TXN3075WHF (HDTV CRT)and in order to get what I'd
consider a good HDTV picture, I've had to put the Custom settings at
70% for brightness and 100% for sharpness.
Does maxing sharpness or brightness degrade picture quality with time?

Yes, you're fooling yourself to believe that 100% sharpness is
actually "sharper". You need to get a setup disk such as Avia, and
you'll see how setting the sharpness that high is worse.
As far as brightness, that depends on your ambient light. Seems a bit
high to me.
