How can i set the screen saver and prevent user to change
the setting. Can i use the group policy in domain instill
i need to set for everyuser. And how can i apply to the
domain.

GPO -> User Configuration -> Administrative templates -> Control Panel -> Display

There are a lot of options. For example:

Screen Saver (You can force enabling Screen Saver on clients)
Screen Saver executable name (name of screen saver)
Password protect .... (forces password prompt)
Screen Saver Timeout...
Hide Screen Saver Tab (Users will not be able to change settings)...

Read the explanations for each of these options. (Properties -> Explain Tab).
