HP ProCurve 1600M Switch ... ??

Hi, never used any [greater than 8] port switch. I just bought a used(budget problem) HP Procurve 1600M Switch of 16 Ports. Shopkeeper gave me 4 days check warranty. I got a little bit problem but i dont know wht is it. Dont know much abt these high end switches or whtever they are. The Problem im getting with 1600M is the 2nd Row (8 Ports which are: 9X to 16X) LIGHTS are keeping going ON, the FAULT Light and SLEF TEST's Lights are BLINKING constantly. The Above row of 8 ports are working fine but the last (2nd row) row is not working. I did reset and Clear, and did whtever i could but of no Avail . . . . . there is no wire plugged into the 2nd row, but it keeps lightened (not blinking). the above row is working fine. I dont have any serial port cable so i cant do any software check with it. PLEASE HELP ME OUT ... IM IN DEEP Problem ... OR IM GONNA DUMP it BACK to tht SHop. I like this Switch so im gonna need HELP AS MUCH AS U ALL CAN GUVE ME.

There happened once when i was resetting it when the cables were plugged in before resetting, tht It Started working Fine. But NO PINGS, NO DATA TRANSFERS.
