Sorry, there was a mistake.
Use:
User Configuration -> Administrative Templates -> Windows Components ->
Control Panel -> Display -> ....
Instead of:
User Configuration -> Administrative Templates -> Control Panel ->

I forgot to mention about "Windows Components"
