Can anyone answer this question. I would like to change the password
policies to include complex passwords, force a longer password and longer
history retention. If I change these, will users who do not meet these
criteria be forced to change this immediately or at the next password
change. For example, if I enforce a 6 character complex password and a user
has a four character password, will it force the change at the next login?)

Any insight would be greatly appreciated.

It will not be immediate! It will be at the next password interval change.
