Prompt user to change password policy not working

Archived from groups: microsoft.public.win2000.group_policy (More info?)

Running a new Windows 2003 domain with only Winxp client.

I have applied some domain policy : password policy, account policy.
Those policy works great.

But my <Computer Configuration/Windows Setting/Local Policies\Security
Options\Interactive logon : Prompt user to change password> does not work
at all. (it is set to 14 days)

Users are not warn?

Why does my Account policies work but not my Local policies-security option?
