Before i tought was cuz the graphic card was a 9600 pro and i bought 7600 GT nvidia and stay the same slow... i dunno what do now! anybody can help me?

reinstall windows. Always helps me :p

I do a reinstall about once a year anyway.

Also i recommend installing the 'Flashblock' plug in to firefox. It makes it use less memory.

Is Hyper-Threading Enabled? if it is you may try to see if you don't have any Registry Errors. If all else fails Do a BIOS flash, may have a Hard drive or RAM and Motherboard compability issue.
If all else fails Overclock it(I'd not since it's a Prescott). or Ask Jumpingjack.

Press CTRL ALT DEL and find out how much memory is being used. If its a lot you may have a memory leak somewhere. Try and find out where and then fix it.

Have you installed any programs recently.

What Antivirus/Security software are you running?

How old are your RAM sticks? and what exact Specs are they? because i have a feeling your RAM is dyeing. I had the exact same problems for 2 weeks straight until my RAM just stopped responding. Or a inadequate PSU that is overheating and Also Dyeing, and is stressed more by your new Graphic Card and it's Energy requirements.

The Power Supply is your PSU (U for Unit).

How old is the PSU?
To find your +12v rail rating, you probably need to open your tower. You should see a chart on the side of it (or bottom).
The PSU should be embraced at the top-back of the case. It's the box that your towers power cable plugs into.

Huh...
If it's not your ram, the only other thing that comes to mind is that, with the settings your playing, your CPU could be bottlenecking your GPU in high graphic rendering periods (bombs, effects, physics, lots of people in frame, ect.). Especialy if you have a lot of options on high; shadows, ect. You will see a CPU bottleneck at low resolutions - so if your getting the same FPS with both GPU's running the same game preferences and options, tried and true, it's the CPU>
This holds true with bots; game and play with bots running off your computer is highly CPU intensive (not if your on a server with bots as the server itself processes thier movements). Your CPU will only be able to render so much as it processes intensive AI and physics. In effect, a more powerfull GPU will do nothing in this case.

that cant be CPU and GPU... only what i find can be is mother board, memory, or power supply...

but i dont have more hardware to test.. bad to me :(

Could be.
Are you talking about max fps or min fps at 25fps?

My E6600 will peak at aprx 140fps at and dip to 50fps when intense with:
50 players in a game
Max options
and a 1280x1024 resolution.
At 640x480, peak fps gets higher ofcourse though minumum fps may had increased 2 - 3fps. Thats a bottleneck. Even a dual-core
The HL2 engine is still powerfull though thats a lot going on at once.

There are some settings in XP that you can set to reduce 'overhead' of XP
Turn OFF indexing for all hard drives.
From Control Panel - System - Advanced - Performance - select 'adjust for best performace'
Swap file - set it for fixed size - There's A LOT of opinion/facts about what the perfect size is - I set mine to twice the size of physical memory. Doing this step takes multiple re-boots - Microsoft site has instructions.

Had a similar problem with Grand Theft Auto 3. I have a p4 3.2. The first thing I thought was a heat problem and so I checked and saw my cpu temps were too high. The problem was that one of the crappy push and turn things to secure the heatsink down wasn't catching so I went out and bought one that screws in to secure. Put down some new thermal grease, installed the new heatsink and havent had a problem since. The highest temp I have seen is 62 degrees C and that was in the summer. Normally I am around 48-55 degrees C.

try disabling hyperthreading for steam, ive had a glitch with steam that made steam use 50% of my cpu while playing.

go in your process manager and set you processor affinity for steam to only CPU0.. that fixed it for me

It is a Prescott, it is probably overheating, and it is probably throttling down in speed.

Check the cpu temp, clean the cooler, and improve case aeration.
