6.12 Volt i.o. 5 Volt on power connector on mobo. Too much??

Hi,
My problem is that my PC (Athlon P2200+) does not function anymore.
When all harddisks, floppy end DVDs are detached from the power and I turn on the power switch on my POWER SUPPLY, then a led on the mobo (ASUS) lights, and my CPU fan starts spinning. Also my harddisk led on the front of the PC is constantly lit (no HD attached!). When I press the power switch on the front of the PC nothing happens.
I get no beeps from the mobo at bootup, and nothing happens on the monitor.
My guess is that the power supply is defective and that it blew up my mobo.
Is this a correct guess or could it be something else??

If the PSU delivers 6.12 Volt instead of 5 Volt then you found the problem as 5 Volt must not vary more than +/- 5%. The motherboard is most likely toasted if it has got 6.12 Volt instead of 5 Volt but you could try test it with another PSU.
