Policy in OU doesn't apply

I've enabled "Password must meet complexity requirment" on
the default domain policy and it's working. "No Override"
is not checked. I then create a new OU with a new policy
which "Password must meet complexity requirement" is
disabled and move my UserID into the new OU. When I tried
to change my password, it still requires my password to
meet the complexity requirement.

Password/account policy can only be configured at the domain level for domain users.
If configured at OU level it will only apply to local users on computers in that OU.
Keep in mind that password policy is "computer configuration" as moving the user into
the OU would have no bearing on policy applying anyhow if it did work that way. ---
