Message Text for users attempting to log on

I am attempting to institute a "Logon Banner" using group
policies. I have used the "Message Text for users
attempting to log on" policy in Computer
Configuration\Windows Settings\Security Settings\Local
Policies\Security Options in a group policy however there
seems to be a 512 character limit in this policy.
The "Logon Banner" that we want to institute is about 1200
characters in length. This all seems to work fine on a
local policy on a windows 2000 professional computer, just
not using group policies. Is there any way to extend this
512 character limit in windows 2000?

I believe this is a hard limit of group policy.
