I recently got an old iPaq 3635, which I think can be upgraded to
Pocket PC 2002, but not much beyond. Does anybody know which of the
older iPaq can be upgraded to Pocket PC 2003?

Be aware the upgrade to PPC 2002 for your device is no longer available from HP.

For the list of older iPAQs that can be upgraded to the WM 2003 (aka PPC 2003) OS see this page...

The h3970 series can go up to WM 2003. However I think HP is not selling the
update anymore.

I have a 3630 (which I believe is much the same as your 3635) and that
can't upgraded beyond PC2002. I suspect you'll have the same result.
