External Hard Drive Working Sporatically

I have a 250GB WD external hard drive. I keep it plugged into an outlet all the time, but I don't always have it plugged into my laptop. Every once in a while, when I need to transfer something to my external, I try plugging it into my laptop and the external won't turn on. I try unplugging it from the outlet and restarting my computer and nothing works. Any ideas?

Is the power supply on the enclosure showing a green light?
The enclosure may be bad. You can try removing the hard disk and hooking it up to another computer to see if it works. If the hard disk works okay then you probably need to replace the enclosure.
