I've never used a phone to access the net. The Cingular basic rate
plan for .5 MB is $2.99 a month. Does that mean a phone can
downloaded up to .5 MB of data for that price? If so, that seems very
expensive and .5 MB is about 5 minutes of normal internet browsing.
So clearly, I'm not understanding. Any help, much appreciated ... and
tia.

Yes. $0.01 per KB thereafter.

It's cheap if you only need a small amount of data. Other options are
available if you need more data. I use "unlimited" MEdia Works at $20/month,
which is a real bargain if you need lots of data, but not if you need only a
small amount.

John - thanks for the quick explanation. Let me ask another "dumb or
dumber" question. If I only browse the internet (ie, check email),
does that browsing translate into KB or MB usage? And if so, could
you tranlate .5 MB usage into some kind of browsing time frame?

That is exactly what that means.
What I do is subscribe to the 19.99 mEdia "Works" package which allots
me "unlimited wireless internet express" usage through my phone.
I just change it up a bit and use my phone as my laptop modem.
Cingular would like to charge you 79.99 for an unlimited data plan. No
reason for that.

..5mb of data is very little, for internet browsing it will take you
not very far at all. I'd be on the safe side and get the media works
unlimited if you want to do internet browsing on a good basis
