Password Policy

Hi,
I am trying to create a password policy for all users in the domain. When I
edit the Domain Group Policy, I am not seeing "Account Policies" under \User
Configuration\Windows Settings\Security Settings\ but rather under
\Computer Configuration\Windows Settings\Security Settings\. I thought
password policy was more user specific than computer specific. Am I missing
something? Thanks for your input. P
