Logon Pauses for 2 minutes Processing Default Domain Policy

After we upgraded our domain to Windows 2003, some of our workstations have
been pausing at the "Loading Settings" window for an unusually long time.
Looking at the userenv.log file, I found is a two minute delay while
processing the Default Domain Policy. It finds the local path, then nothing
happens for two minutes before it comes back with the common name. The log
entries are as follows:

It doesn't happen on all systems. It doesn't even happen every time on the
systems that have the problem. We've checked name resolution issues, time
settings, etc. Everything looks fine. No errors in any logs.

It just stops for two minutes (sometimes 4 minutes, but usually 2 minutes),
always at the same place, after getting the local path and before coming back
with the common name.

I'm stumped.
