Buy it from ATT WL. They are the same thing as Cingular, aren't they?

Not if he wants to put it on an existing Cingular account.

What if he buys it as a new ATTWL customer and then after a month, asks for
that ATTWL account to be changed to Cingular?

Will they do that?

Depends on whether he's a current AT&T or Cingular customer. AT&T
customers can migrate to Cingular, but AT&T phones are SIM locked.

be careful when buying ATT stuff. It could be the older TDMA stuff.
Another thing unless you use it on Cingular, ATT doesn't unlock without
being send to an outside source.

Cingular, rather than updating firmware on AT&T phones to make them into
Cingular phones (trivial on Motorola v series for instance) now has a
trade-in program. They'll give you some $$ off a Cingular phone, trading
in an AT&T phone, when you switch plans.

$75 for v600, MPx200, NEc 515, 525

$150 for Nokia 3300, 3620, 6230, 6620, 6800, 6820;
Sony t616, t637,
Blackberry 6000 or 7000 series
Treo 600
AudioVox 4100

Call 1-866-852-8617 for details
