What is the best CPU heatsink and fan combo?

I am considering getting a new cooler for my C2D E6600. What would be the best (coolest and quietest) heatsink and fan combo? It would be on a budget of around 60 bucks at most and hopelfully cheaper.

lol read the Zalman 9700 post, plenty of info in there :) Btw the tuniq was mentioned quite a few times as a good one

Thermaltake Big Typhoon has treated me well. Especially nice because it's fan blows air down over the memory, northbridge and much of the motherboard, keeping it all nice and cool.

Shop around and find the best prices you can for the Thermalright Ultra 120 (I just picked up my second one for $47 at Xoxide). Note that you need to buy a fan for the Ultra 120. I got a Zalman 9700 for $45 from Newegg back around Thanksgiving but I haven't see it for less than $60 lately. I also have a Tuniq Tower and am hot a huge fan of it. That sucker is huge and heavy and my mobo sags under the load. I have seen it outperform the 9700 and 120 in some tests, but not all. The Tuniq is also at $60 from Newegg. Many people here tout the Ninja but mine is a few degrees warmer than the three above.
