I am using a Gina 20 soundcard from Echo Audio (a semi-pro 20 bit greedy soundcard)in a Win ME system, Athlon 800, Asus A7V-KT133A board. I am told by the folks at Cakewalk that if I turn of ACPI, I will get better performance from the card. And they send me http://www.d-sheppard.f2s.com/acpi.html as a way to do it. My understanding is that it will enable the card to have an IRQ all to itself. I tried turning of PCI Steering in Win ME and the card went to a new open IRQ (4) but is still sharing with "IRQ Holder for PCI Steering" and that's the way it stands right now. Audio performance is riddled with pops and clicks and general freezes.
