How much of a OC would be needed for a 4200 x2, to equal a E6300 at default in gaming and DVD burning?

It's hard to compare performance since diff apps have a slight preferance for either Intel or AMD. Although the range of 2.4-2.6Ghz does sound like the best guess in this case. For DVD burning, you're still likely limited by the speed of your DVD burner (or the size of it's buffer), so dont expect immense gains here :)

What you should do is play around with Toms CPU charts and compare different X2s to the E6400 they have listed on different benchmarks, that should give you a rough idea of what to shoot for.

Here's an example of a slightly Intel-favored benchmark where a 2.6Ghz X2 would be at about the E6300 performance level. Toms' doesnt have the E6300 in the charts, but the E6400 is a close comparison (add around 10-12% to times, or subract 10% from frame rates and you get your E6300).

Regarding memory operating speed/timings, that largely depends on what options your MB gives you. I havent owned an AMD since my XP2100+, but if you have the same flexibility as most Intel boards, it shouldnt be a problem for you to run your RAM close to it's top speed rating. You'd have to play a bit with the HyperTransport sync/spread spectrum settings (or whatever it's called on AMD boards).
