I'm having a lot of problems and really am ready to get my computer working.

The basic problem at this point is, when my computer tries to boot Windows XP normally, it starts to, then something clicks and sort of buzzes, then things settle down(the cd drive quiets for one) and the LED on the monitor turns orange, display cuts out, and the system just stays like this. The system does not entirely shut off unless I hold the power button.
Safe mode does work.
I formerly thought the click/buzz was coming from my power supply (a Xion 600W) so I replaced it with a Seasonic S12 650W Energy+, that did not fix the problem though.
Now I believe, upon closer examination (ear over computer..though it is quite audible) the noise is coming from the CPU area, as the sound is similar to when I shut the system off; the CPU powering down in some regard I suppose.

I've already replaced my Corsair XMS DDR RAM (one stick showed bad in memtest86+), and it shows fine now.

your help will be greatly appreciated.
