Restrict Account Lockout Setting

Hi,
From what I understand, password and account policeis are domain wide. Is
there any way I can avoid having password and account policies being applied
to a certain user or group within the same domain?

Enable the "password never expires" attribute.

They will still have to comply with the complexity requirements when setting
the password.
