OU's not receiving GP

I have created a custom OU for our company users and then inside this OU have
created OUs for each department. Then I placed each user in their respective
department OU.
My problem is that Group Policies that I create that are in the Computer
Configuration section (like Windows update or password policies) do not get
applied, only the GPs that are from the User Configuration (like logon
scripts) get applied.
I had to create a OU for company computers and then inside this OU have OUs
for each department which I place each computer in their respective
department OU, then I can assign a Group Policies to these computer
department OUs that are from the Computer Configuration section.
Is there another way to do this?
I thought I could apply GPs from either Computer or User Configuration
setting to any OU.

I figured it out myslef.
I designed my AD wrong, so I changed it.
I created departmental OUs first, then created User and Workstation OUs
under them. This way I could apply GPs to the departmental OUs and if they
were using settings in Computer configuration then they would be applied to
the child OU Workstations. If the GPs were using User settings then they
would be applied to the child OU Users.
