How do I remove an assigned application from a user?

I assigned a application to a user via a GPO in Active Directory Users
and Computers. When it is assigned, it first shows up in the "Software"
section of the User Configuration and then disappears.

The user that it was assigned to has installed the program on their PC,
but when that person logs onto a different PC, the application gets
installed there too. How do I remove that application from being
assigned to that user?

When I created the assigned item, the only people with permissions on
it were the creator, system, and the user whom in was assigned to.

If you assigned it to a ou that the user is under - the software will follow
him no matter what machine he is using
Do you want to remove the software from the machines the user logs into? If
you would like the software to still be available to user but prevent new
installs of software you can- open the gpo -right click package - remove the
two options show up you can either force remove or you can optional remove
software

Assigned packages don't show up in the policy; just the published ones.
