Hi srgess,
I have overclocked my rig to 300 and then to 333FSB coreclock, using only default/stock voltages. I use the SpeedStep too :D Everything works great (and runs very cool).
Beyond ~333FSB you may need to begin to increase voltages - at 400FSB you surely will. In that situation the SpeedStep will still clock-down your CPU by reducing the multiplier when idle, but it will no longer automatically reduce the CPU voltage. But you can still use it :)
333FSB is great OC, increasing E6300 to 2.33GHz - a 25% increase. This will require only PC2-5400 memory.
400FSB I consider the maximum practical (rational) OC, giving a 50% increase which is 2.8GHz. This will require PC2-6400 memory.
SpeedStep will still work fine! If it is enabled in BIOS setup, you can still temporarily disable it quickly and easily from within Windows by selecting Power Management setting 'Always On'.
Regards

I would disable it if I were you. If you read Tom's overclocking guide it tells you to disable c1e stepping. Speedstep Tech is just what your motherboard manufacturer calls it. It could interfere with your manual overclock settings.
