i have a p5b delux wifi motherboard and 2 sticks corsair ddr2 pc6400dominator ram
when i start CPUZ and look at the memory it says it is running at 400mhz
fsb dram is 2:3 case4 rastocas 4 ras precharge 4 cycle time 12
the 4-4-4-12 is correct for the ram but it should be 800mhz not 4 any ideas
ram is cm2x1024-6400c4d

No, actually 400 is completely correct.
This is how it works.
DDR ram is Double data rate.
It performs it's functions on both the rise and fall of the frequency wavelength.
Thus, if that frequency wavelength is 400mhz...
And it works at double the efficiency.
You get your 800mhz.

Some boards/software report the clock frequency (400mhz) others will report the Double Data Rate, in this case 800.

You'll notice the similar issue with cpus. A C2D's fsb is 266, but it is a quad-pumped bus, so 266 x 4 is your 1066 (well.. ok 1064 but there are some extra decimals in there rounded up because frequencies aren't nice and constant anyway, but you get the point.)

HyperTransport is a double data rate bus as well. Which is why you might see HTT at 1000mhz, or 2000mhz. It's whichever value, both of which are correct, the manufacturer feels like reporting.
