hi, I currently have an AGP 8x bus port on my motherboard and was looking for decent graphics cards. Most of the ones I was looking at required a psu upgrade. when I started looking at psu's I noticed some came with PCI-e connection ports. can I buy one of these psu's and be able to use a PCI-e graphics card or can I only use AGP cards?

You can only use AGP... the type of GPU you can use is restricted by what slots available on your mobo.

PSUs have a PCIe connector for some higher end GPUs which require their own power source.
