Depending on the games you play, you may want to add the X1650 pro to the mix as they seem to be cheaper than the 7600GS now.
As far as those two cards, the 7600GS gets my vote. I bet they would trade blows since the 7600GS is a GDDR2 version and the 6800XT has high clocked GDDR3. Typically we say avoid the 6800XT's, but honestly with high mem clocks they are not all that bad. A 350/1000 clocked 6800XT obviously would be way better than the (edit)325/700 clocked ones out there.
These charts have a rare high clocked 6800XT, a reference 7600GS(400/800), a high clocked 7600GS, and an X1650 pro. You'll see with the extra core clock over the one you are looking at, their 6800XT very often outperforms the reference 7600GS.
But I would still rather have a X1650 pro or 7600GS over the 6800XT despite pretty similar performance. Just watch the clock speeds when ordering. Don't end up with a slow clocked X1650 pro or 6800XT.
