Merging 2 policies

I have 2 policies and want to know if its possible to merge the 2. The
policies contain Allowed Software settings. I have one policy that allows
our core programs and then another policy that has additional software. I am
having problems setting it up. One policy gets enabled but the other gets
canceled out. How should I set this up?

I guess what I am asking, is it possible to have more than one "Run only
allowed Windows Applications" policy? in the same OU being applied to the
same user.

In general, policy values are all or none, that is, a latter
provided replaces the earlier rather than accumulating
with it.

Is there a better way to insert the programs needed to be blocked? This one
at a time is ridicules.
Its also almost useless since you can go into a command prompt and bypass
these feature.
