I have been running AD for a while now with no problems. The GPOs have been
in place for a good long time about 1 year.

computer1 -- roaming profiles store, my docs store
computer2 -- terminal server
computer3 -- terminal server

Ok here is the issue. all profiles that are old will connect to the my docs
folder @ \\computer1\users\%USERNAME%

When i creat a new accout/profile i get an error message "this operation has
been cancelled due to restrictions in effect on this computer"
when opening up 'My Documents". this was strange to me so i delete the
profile from \\computer1\docset\%USERNAME%.
logging in again and same thing. i use an old account and everything works
fine. I can move the account out of the GPO that it is in and
i'm able to get into the my documents folder.

What am i missing that is turned on or turned off in the GPO

Sounds to me like a permissions issue. Make sure authenticated users (or
specific users) have permission to modify the \\computer1\users\ folder so
they can create there own users folder
