how to stop desktop icons from moving on a windows 7 computer

I don't think there is a facility to do this. Windows 7 remembers where your icons are between reboots and leaves them as is. If however you change the screen size, even via remote desktop, the icons will auto arrange.

If you're referring to the "Auto Arrange" option which aligns icons on a regularly-spaced grid, you can turn it off by right-clicking the desktop and selecting "View -> Auto Arrange Icons".
