The previous P4 multipliers were locked usually.

The following was in a article I read -

* If you were to increase the FSB from 200MHz to 266MHz and reduce the clock multiplier from 9x to just 7x, the E4300 would in fact become an E6300.

:?: So can I assume that Intel has unlocked the multipliers in there C2D CPU's and accessable in most new MB BIOS's, ie. P5B, GA-965P DS3, etc.

There not completly unlocked, only the extreme versions (QX6700 & X6800) have completly unlocked multis, but you can lower the multi on all C2Ds if that option is available in the BIOs.

That is determined by the motherboard, and non "X" versions that Jack mentioned will only be able to drop the multiplier on certain motherboards. There is no way to increase the multiplier unless you have an engineering sample (ES) or the X6800/QX6700 like Jack said.
