vibrating Icons

Appreciate it if anyone has come across the following symtom and may have an answer.
When the mouse is passed over the bottom and left portions of the desktop all the icons vibrate up and down like crazy.
Running win95 on four year old GAteway. 4 meg graphic card at 640X480. Basic equipment, nothing fancy.

I doubt anyone can pinpoint that answer better than the Gateway customer service. But wait... they're never there. Ring! Ring! Welcome to Gateway technical support. Average response time is 3 to 6 hours. Please stay on the line as we value your time very much. Ahh... relaxing music.

I would suspect it would be either a broken video card or monitor, or you may have funny refresh rates.
