My affiliate here in Albuquerque also has no closed captions on HD. They
told me their CC machine was out for repair and would be back Real Soon Now.
That was more than three months ago. They also won't negotiate with Comcast
to put their HD on cable.

My local affiliate here in Omaha pulled their digital signal from Cox cable
because they want to get paid for it. Anybody else experiencing this?

Of course they want to get paid for it. Comcast is charging us $5.00 a
month to watch our local channels in HD on cable so they're making some
money on the deal. My worry is that the locals will charge so much that
Comcast will raise its rates to cover. Right now Albuquerque has five local
channels and only two of them (ABC and PBS) are available on Comcast.

Before most shows they add a disclaimer that CC is not available on HD.There
are none on any channels I watch and I have cable HD,DirectTV ,and OTA.

A standard does exist for CC in DTV, but many content providers are still
installing the tools necessary to insert the CC into a DTV stream. For
legacy content, I am aware of one significant content owner that is setting
up an automated way to extract the CC from NTSC programming and re-insert it
into the ATSC equivalent. It costs lots of money to have CC authored, and
having it reauthored just for a DTV-ized version is spendy.
