GPO not taking effect on new servers?

I have an existing OU with seven servers, three servers apply the GPO when
the user logs in and the other four don’t.

The four new servers are Blades and have Windows 2000 SP 3 with Citrix
installed, the original are Windows 2000 SP3 with Citrix installed.

When the user log into the old servers the policy take effect, when he logs
into the new servers it does not? I’ve made some changes to the root GPO for
IE provided by Company ABC and on the new Blades it works. This seems to be
more user specific, not sure what I’ve missed or not applied?

Any ideas?

Guys I found it, the GPO loopback was the issue
