Does anyone know what the "10MHz RF up-converter" is?

Do we just transmit the HDTV baseband signal (6MHz bandwidth) through a 8-VSB
(or 16-VSB) modulator with any of the existing TV station center frequency?

Why this "10MHz RF up-converter"?
