SAT Channels on Pocket ?

If your "sat card" has software which allows it to use standard
windows interfaces then probably. You can often hook up the card to a
program called "windows media encoder" and then set the encoder up to
digitise the satellite TV to a live stream.

You'd then point your PPC's media player to the encoder on the PC
(using an IP address and port number such as http://192.168.10.45:8080
in the Tools->Open URL menu of the media player) and you should see &
hear the live encoded video.

pocket pc...
