I know its a bit old. But I just completed my system but without discrete graphics.

Shuttle XPC SB81P
processor: Intel Pentium 4 531 (3.0GHz)
memory: Samsung 1GB DDR400 x2pc
harddisk: Seagate Barracuda 250GB 7200.9 running SATA150
video card: ?
tv tuner: Leadtek WinXP
optical: LG DVD-RW
monitor: MAG 19inch widescreen LCD

Choices:
I'm looking for a passive solution with Nvidia 7300GT 256mb or ATI Radeon X1300 256MB (no hyper-memory or turbocache)
components here in the philippines are expensive. I can only afford around $80 to $120. Which chip would give me more quality and performance?

Go for the 7300GT. Those card's seem to be pretty nice for a lower end card.

If you can find this 7300GT, I'd go for this one. I assume you have PCI-Ex?

The only other consideration would be the chipset your Leadtek is using. Sometimes there are confilicts between nVidia-based gpu's and ATI-based TV tuners.

My Leadtek TV-TUNER has an older Conexant CHIP. It's been with me for almost 4 years now. Its safe to stick with it because we don't have HD-TV in our country yet... Just contented with having cable. Yes the SB81P I got has PCI Express x16 slot. Its taking me almost 2 years to complete this set. I used to have Pentium II 350mhz from 1998 to January 2007. I'm finally retiring it for my kids...
