On American tv shows the SAP is Spanish.
On Spanish speaking shows which are broadcast
in America the SAP is not programmed and I think
it should be English...subtitles at least....so the huge
English speaking American male audience could understand
what the female actresses are saying.
Who do we have to talk to in order to make this happen?

I agree with you. The logic seems to be reversed. When the minority
doesn't speak a majority language, someone spent money to add the
minority language into the SAP. On the contrary, when the majority
doesn't speak a minority language, we are deprived of the privilege to
watch the programs. Is this some kind of reverse discrimination? I
guess we can file a class action lawsuit to force the TV channels to
cater to the need of the English speaking population.

I suppose there is logic sense to your argument -- but the *target*
audience of most Spanish channels is a *Hispanic* audience. It's
probably a cost issue, too.

In my area (Los Angeles), only 2-3 of the major broadcast-spanish TV
stations comply with the closed-caption rule. (I.e., only 2-3 have
regular *Spanish* CC inserted in the programs. What about all the
deaf Hispanics who want to watch the evening news?!?)

As a side-issue, the literacy-rate among the immigrant Hispanic
population is much lower than the general American population.

Most Hollywood movies shown on TV (Spanish audio-dubbed,
of course), in those instances where the *original* scene
contained a subtitled dialogue (like when an actor is speaking a
'foreign' language to another major character), the Spanish
version loses all the subtitles -- the entire scene is dubbed
in Spanish as if the dialogue took place in the same language

At least the DVDs get it right...
