I feel nice when I built my system more than a year ago (13 months) and
it's comparable to the one you posted (3.0GHz, 1GB dual channel memory,
but I went cheap and bought a 128MB video card, might change it this
year).
You made the right choice on going Nvidia btw

It should run very well. I'm running with 768 MB DDR 166 MHz
memory, 1.5 GHz Athlon, and a GeForce 5200FX, and it runs
suitably well. I use the default resolution and settings. You
should be able to turn resolution and details up and get similar
performance.

So the question begs: how is CoH running on your machine? Are you able
to set details to 100%? I've got everything tuned down on my current
machine and I still get FPS hell now and then.
