Will a cooler cpu, at the same voltage, clock higher?

I am not sure if this is a stupid question... might be...

My San Diego is rock solid at 2.8Ghz (from 2.2) 1.55V 30C-40C

If I get an aftermarket HSF and drop the temps... at the exact same voltage... should I be able to get a higher stable clock?

I was under the impression it was volts that stabilize an overclock and low temps just make the volts safer...

so... the question once more

At the same voltage, should lower temps yield a higher Overclock?

Your impression is partially correct. I'm sure you're probably working your San Diego 3700 toward 3.0 Ghz, however, an additional 200 Mhz is probably out of reach on reduced temps alone, so at some point, you'll have to increase Vcore to compensate. Since you're already at 1.55 Vcore, there isn't much OC overhead remaining, so 3.0 would seem to be a bit of a stretch, but it's worth trying.
